Hi I don't have Burning Soldier, but I read J-3DO magazine talking about debug mode.
First connect second control pad, choose option at menu screen. Push L + R + C + X +"right direction" at the same time from the second control pad. Now you can select seven different kinds of option include 4-player mode. Ken Shimokwa
